By law there has to be an 0800 ringback number given (you can get via 1471) though usually it goes through to an automated voice message service. He had a PC with a lovley old dial up modem. Quite easy to get free software to do automated outbound calling (hence the proliferation of these damn things). He sets it up to dial the 0800 number with a message that he will keep ringing until a person returns his call. Usually after a few thousand messages are left someone calls him up.
